DKU Talks «Security Cooperation in Central Asia»

The Kazakh-German University is pleased to invite all to the next DKU Talks with Dr. phil. Sebastian Mayer on the topic «Security Cooperation in Central Asia».

Dr. Mayer is an international relations scholar with research and teaching interests in various fields of security politics. He is currently DAAD Associate Professor of International Relations at the Kazakh-German University (DKU) in Almaty, and serves as Founding Director of its newly set up Centre for Research & Graduate Education. He is also Associated Researcher with the Institute for Intercultural and International Studies at the University of Bremen in Germany.

Dr. Mayer is obtained his PhD at the European University Viadrina in Frankfurt/Oder, Germany. He has written extensively on regional security organizations (esp. NATO & the EU’s CSDP), the transformation of security politics, institutional change, and regional security in the post-Soviet space (esp. the South Caucasus & Central Asia). His work has appeared in journals such as «Europe-Asia Studies», the «Journal of International Relations and Development», «European Security», «Die Friedens-Warte», «The Review of International Organizations», and «Blätter für deutsche und internationale Politik».*

Summary:

The presentation illustrates the degree of intergovernmental cooperation — both bi- and multilateral — in Central Asia focusing on the issue area of security. It will be demonstrated that the level of cooperation remains moderate. It becomes also clear that cooperation, where it actually occurs, is largely induced by external actors — above all Russia and China. Besides, the merits of security cooperation are discussed and a number of explanatory factors provided for the low degree of cooperation.
