«WILL ALMATY BE A CITY WITHOUT OUTSKIRTS AND WHAT SHOULD BE DONE FOR IT?”

AUGUST 5, 2020 AT 17.00 IN DISTANCE FORMAT, ON THE BASIS OF KAZAKH-GERMAN UNIVERSITY ON THE INITIATIVE OF THE FOUNDATION OF F. EBERT FUND THE CURRENT ROUND TABLE ON DEVELOPMENT OF «NEW DISTRICTS” OF ALMATY CITY WILL BE HELD

The document «Development Strategy «Almaty-2050» identifies the visions and main directions of long-term development of our city. Among the challenges that may hinder the effective implementation of this Strategy are: an underdeveloped urban environment and bridging the gap in living standards between the central part and fringes. One vision for overcoming these challenges is marked by two directions, such as the «city without fringes” and the «city of equal opportunities”. Implementation of these directions will allow Almaty to become a city without social and mental barriers dividing them into a prosperous «top”, industrial «bottom” and undeveloped suburubs. Much has been done within the framework of the Strategy, but the gap between the so-called «new areas” and the centre remains. The COVID-19 pandemic made its adjustments and raised the issue of leisure activities in long quarantine days. It turned out that despite the free territories and empty spaces in these areas there are actually no park areas, recreation areas where you could go out to rest together with children.

The inhabitants of these areas are also interested in issues related to accessibility to quality water, ecology, budget allocation and how much their interests relate to further vision of the improvement of «new areas”. These and other issues will be the focus of the online round table.

The main purpose of the event is to discuss new inclusive conditions, involve representatives of different social groups in the discussion to demonstrate their viewpoint of all interested as well as to formulate joint recommendations on resolving the pertinent issues of the inhabitants of these areas.

The agenda of the round table will discuss the following issues:

  • How are the needs and requests of all districts of the city included in the implementation Strategy?
  • What are the principles of a program to improve the environmental situation in these areas?
  • What result is expected by Akimat of Almaty city?
  • Is it possible to say about the even distribution of the budget for both the center and the outskirts of the city?
  • What do residents of these areas think about further development?
  • Can the voice of one concerned resident make a difference for the better?
  • What support is needed for the outskirts of the city to be no worse than the center?

Professional moderators will keep the following aspects of the discussion in focus throughout the round table:

  • views of representatives of city and regional akimats on how the Strategy of development of Almaty is implemented in these areas, what has already been done and what is to be done;
  • opinions of researchers who were engaged in the process of studying the state of transport provision of «new districts” of Almaty city;
  • the views of organizations engaged in research of the development of different districts of Almaty city and the conclusions obtained during these studies;
  • the views of the people of the districts themselves, what they would like to suggest, what they would like to improve;
  • the views of the initiative group, which were able to breathe new life into the dying lake in the Karasu neighborhood;
  • opinions of international experts, what else can be done for the development of Almaty city.

The speakers of the round table will be:

  • representatives of Urban Forum Almaty
  • initiative group under the leadership of S. Vasilieva (the company for the rescue of the lake from pollution in the Karasu micro region)
  • researchers from DKU dealing with problems of development of the city of Almaty
  • initiative residents
  • representatives of Akimats of Almaty
  • international experts dealing with problems of development of the city of Almaty
